VEPRONT YANKEE PROPOSED IST PROGRAM (TAC 57518) AND IST TECHNICAL SPECIFICATIONS (TAC 66399)
By letter dated April 3,1989, we issued Generic Letter No. 89-04, " Guidance On Developing Acceptable Inservice Testing Programs." Generic letter No. 89-04 approves your currently submitted IST program relief requests provided that you (1) review your most recently submitted IST program and implementation rocedures against the positions delineated in Attachment 1 of the letter and p(2) within 6 months of the date of this letter confirm in writing your conformance with the stated positions.
Your most recently submitted set of IST program relief requests, which includes and supersedes previous Vermont Yankee IST program relief requests, is contained in your letter to the staff dated July 28, 1988, titled " Inservice Testing Program, Revision 9"(TAC 57518). Proposed Technical Specification changes related to IST are contained in your Proposed Change No. 77, dated January 30, 1979, titled " Inservice Inspection and Testing Requirements" (TAC 66399). We partially approved a portion of Proposed Change No. 77 pertaining to Inservice Inspection when we issued License Amendment No. 99 to the Vermont Yankee License on March 31, 1987. Our review of the proposed IST Technical Specification l
changes contained in Proposed Change No. 77, however, has awaited completion of our review of your IST program relief requests.
Based on approval of your IST program relief requests, consistent with the requirements of Generic Letter No. 89-04, we have discontinued review of l
Revision 9 to your IST program. This completes action under TAC 57518.
We will not review Proposed Change No. 77 related to IST Technical Specifications, because these changes were predicated on an outdated proposed Vermont Yankee IST program, and did not take into account the NRC positions described in Generic Letter No. 89-04. After you have responded to Generic Letter No. 89-04 you may find that you no longer require the requested Technical Specification changes dealing with 8905240071 890504 PDR ADOCK 05000271 P
