Centlemen: t A conference call was held between members of the NRC Staff and Carolina Power & Light Company (CF&L) on February 28, 1989 concerning CP&L's request for license amendment relating to elimination of cycle-specific parameter limits. The amendment request was originally submitted on September 4, 1987, supplemented on April 5, 1988 and resubmitted on February 20, 1989 to incorporate Generic Letter 88-16 and Amendment 19 to General Electric Licensing Topical Report NEDE-24011-P-A (GESTAR-II).

In the conference call, the NRC requested that several changes be made to the Technical Specification pages submitted with that request. CP&L agreed to provide the requested changes. The Company has evaluated each change and determined that the significant hazards analysis provided in the February 20, 1989 submittal still applies.

Enclosure 1 provides a summary of the proposed Technical Specification changes addressed in this submittal on a page by page basis. The changes described apply to both units.

Enclosures 2 and 3 provide a complete copy of the proposed Technical Specification pages for each unit, respectively.

Enclosures 4 and 5 provide the revised Core Operating Limits Reports for each unit, respectively. Please replace Enclosures 7 and 8 of the February 20, 1989 submittal with the reports provided in these  !
