Radiation Data Management System (RDMS) Isolation Qualification Documentation Gentlemen Reference (b) reflects New Hampshire Yankee's (hHY) commitment to install qualified isolators in the Radiation Data Management System (RDMS) prior to startup following the first refueling outage, and to submit the isolator qualification documentation to the NRC for review prior to implementation.

In accordance with that commitment, NHY provided in Reference (c) the RDMS isolation device qualification documentation.

The entire isolation device qualification documentation was identified by the l

vendor Sorrento Electronics as proprietary information to be withheld from public disclosure. However, upon review of Reference (c), the Staff requested that the vendor identify the specific proprietary information i

contained in the subject reports. Accordingly, Enclosures 1 and 2 are

-cro hereby resubmitted with their proprietary information identified in l

MG-brackets.

Sorrento Electronics considers the bracketed data contained in g

their test reports to be proprietary and requests that it be withheld from

- co o public disclosure pursuant to 10CFR2.790. An affidavit supporting the og application for withholding is provided in Enclosure (3).

JAMES EDWARDS, being duly sworn, deposes and say Sorrento Electronics Inc. considers the bracketed' portions of the Qualiff:ation Test Reports E-253-1389 (Rev.)

March 1988 and E-255-1333 November 1985 for Communication Isolation. Devices for Radiation Monitoring System to contain proprietary information and, as provided for in 10CFR2.790(b),

requests that it not be made available for public disclosure.

This document contains technical details related to the design and manufacturing processes involved with producing mechanical and electronic products which can operate under the special environmental conditions associated with nuclear power plants.

These techniques and processes were developed at great expense to SE (over $1,000,000 has been expended to date on this effort) and, if they were to become public, would irreparably harm the present competitive advantage we now hold over suppliers of similar equipment.

These documents are treated as proprietary data within our organization and are only provided to customers of SE who agree to hold them in confidence and suitably protect them from public disclosure.

Public disclosure of these documents would terminate the requirement for all other holders of these documents to treat them as confidential information and proprietary to SE.
