We have-received your Semiannual Radioactive Effluent Release Report for
. Fermi-2 covering the' period from July 1 through December 31, 1988. As. Appendix B'to this report, you submitted a completely revised Fermi-2 Offsite. Dose-Calculation Manual-(ODCM), Revision 2.
Our survey of the original pages =of Appendix B submitted to the NRC Document Control Desk showed that portions of
'the ODCM were illegible. Copies distributed to the regions and the.Public Document Room (PDR) were thus also illegible.
This is not acceptable. We request that Detroit Edison Company respond to tb enclosed Request for Additional Information (RAI), and submit a complete, legible copy of your current ODCM, for ^ availability on the record for use-at NRC Headquarters and the regions, as well as the PDR. There is no need at this time for the licensee to resubmit the entire Semia'nnual Radioactive

By letter dated March 1,-1989, Detroit. Edison Company (licensee) submitted the Semianriual Radioactive Effluent Release Report for Fermi-2 covering the perio'd from July 1,1988 through December 31, 1988. As Appendix B to this report, the licensee submitted a completely revised Fermi-2 ODCM, Revision 2, as required by Fermi-2 TS 6.14.2.a.
Our survey of the original copy of this Appendix B submitted by the licensee to i
the NRC Document Control Desk shows that a number of pages are illegible. The pages of Appendix B forwarded to NRC are a poor copy of the licensee's origi-nal. The type on all of the pages of this " original" is generally fuzzy.
In particular, however, printing on a number of the figures is unreadable and captions on some of the tables have been cut off at the top.
l This is unacceptable.
The importance of the ODCM as a stand-alone document of licensee commitments-for radiological effluents and environmental monitoring has been emphasized by -
the publication of Generic Letter 89-01. This Generic Letter dated January 31, 1989, established the mechanism for transferring the procedural details of a licensee's Radiological Effluent Technical Specifications (RETS) u
to the ODCM in fulfillment of the Commission's Policy Statement on Technical Specifications Improvements.
In view of this development it is essential that complete, legible copies of a licensee's current ODCM be available within the NRC and in the Public Document Room.
Therefore it is requested that within two weeks of receipt of this RAI the licensee provide to the NRC Document Control Desk for copying and distribution a complete, legible copy of the current Fermi-2 ODCM presently in use at the plant. Since the remaining pages of the Semiannual Report are of acceptable l
1egibility, there is no need to resubmit the entire report. This request is i
