Dear Mr. Cahill:

This refers to the inspection conducted by Mr. Peter Stanish and

another NRC consultant during the period February 8 through

March 7, 1989, of activities authorized by NRC Construction Permits

CPPR-126 and CPPR-127 for the Comanche Peak Steam Electric Station,

Units 1 and 2, and to the discussion of our findings with you and

other members of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas

examined during the inspection.

Within these areas, the inspection

consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the

inspectors.

During this inspection, it was found that certain of your

activities were in violation of NRC requirements, as specified in

the enclosed Notice of Violation.

A written response to these

violations is required.

The NRC acknowledges that during the exit meeting on March 7, 1989,

TU Electric management expressed disagreement with the NRC position

that the errors detected by the NRC in Stone and Webster

supports constitute a violation of Criterion III of 10 CFR 50,
