Based on discussions held with your staff subsequent to the enforcement conference on January 26, 1989, we had expected that your response to the Notice of Violation would include a summary of. the results to date of your review of past. procurement practices, your intended actions to expand your

. review based on those results and your. schedule for_. replacement. of parts, where warranted.

In addition, your response indicates that approximately 1500 maintenance requests will not.be dispositioned prior to restart because they do not. involve EQ seismic qualification, or ASME Section XI pressure retaining installations. We are concerned that active safety-related components

-such as pump bearings, pump shafts, and valve stems may not be reviewed prior to restart. We would expect you to. disposition active safety-related com-

.ponents prior to restart or to provide a case-by-case justification for any delay in such dispositions.

In order that any open issues niay be addressed during your 1989 refueling outage, which is presently in progress, please provide a written response to the above i

concerns addressed to the Regional Administrator, Region V, within 14 days of the date of this letter.

Your response and corrective actions to the violations will be examined during future inspections.
