TENNESSEE VALLEY AUTHORITY CHATTANOOG A.- TENNESSEE 37401 5N 1578 Lookout Place SEP 051989 U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Hashington, D.C. 20555 Gentlemen: ~ TENNESSEE VALLEY AUTHORITY - SEQUOYAH NUCLEAR PLANT UNIT 1 - DOCKET NO. 50-327 - FACILITY OPERATING LICENSE DPR SPECIAL REPORT 89-08 This special report provides details concerning the high-pressure fire protection (HPFP) system being declared inoperable on August 19, 1989, because cof c' deficiencies' discovered during the performance of Surveillance Instruction (SI) 172, " Fire System Testable Valve Cycling." Initial notification of this event was reported by telephone on August 19, 1989, and confirmed by facsimile transmission on August 21, 1989, in accordance with Actions b.2.a and b of ' Technical Specification (TS) 3.7.11.1', The deficiencies reported-in the performance of SI-172 involved six 36-inch -valves in the essential raw cooling water (ERCW) system located in the deactivated ERCH pumping station. These valves connect the ERCH pump wells to the condenser cooling water pump wells and were originally installed for preventing s11tation of the ERCH pits during floods. However, the. remaining usefulness of these valves is limited to maintenance purposes. Marked-up copies of the appropriate drawings are enclosed. Upon further review, TVA has determined that these valves do not fall within the scope of the associated surveillance requirement (SR) 4.7.11.1.d. The scope of this SR includes those testable. valves in-the fire suppression flow path that do or could require repositioning to support operation of the fire suppression system. The subject valves do not at any time require repositioning (from the open , position) for operation of the fire suppression system. In. summary, TVA now concludes that the HPFP system was not affected by the inability to cycle these valves.
