SUBJECT:

RESPONSE TO NRC GENERIC LETTER 88-11 On July 12, 1988, the NRC issued Generic Letter 88-11, "NRC Position on Radiation Embrittlement of Reactor Vessel Materials and Its Impact on Plant Operations." The stated purpose of the Generic Letter was to call attention to Revision 2 of the Regulatory Guide 1.99, " Radiation Embrittlement of Reactu Vessel Materials." Licensees were directed to use the methods described in Revision 2 to Regulatory Guide 1.99 to predict the effect of neutron radiation on reactor vessel materials as required by paragraph V.A.

of 10 CFR Part 50 Appendix G, unless they can justify the use of different methods.

In addition, licensees were requested to respond within 180 days with the results of a technical analysis of the impact of Revision 2 on their facility and whatever actions they propose to take.

By letter dated December 6,1988, you responded to Generic Letter 88-11.

Your response provided the results of your analysis of the impact of implementing Revision 2 to Regulatory Guide 1.99 and described the actions you will take in order to comply with Revision 2 including the submittal of a Technical Specification change request by April 1990. The staff considers this commitment satisfactory and, therefore, your requirements for responding to NRC Generic Letter 88-11 are fulfilled.
