Ori January 23, 1988, the Perry Nuclear Power Plant, Unit No.1, experienced an anot,,alous.behaviorintheMainSteamIsolationValve-(MSIV)controlcircuitry.

Following a deenergization of a Reactor Protection System (RPS) bus, the in-

-board MSIV's. opened even though the MSIV control switch remained in the-closed

_' position. .By letter dated February 12,.1988,-you comitted to performing a design change to the MSIV control circuitry to correct this anomaly.by the end

.of.the;first refueling outage. This comitment was documented in NRC Inspection Report 50.-440/88-003 dated March 3, 1988.

By' letter dated March 13, 19'88,- we requested that you submit detailed design information related to the proposed modification for NRC staff review and approval. By letter dated August 12, 1988,' you submitted a sumary of your

proposed modification _ and indicated' that detailed. design information had been

.provided to the NRC Senior Resident Inspector for Perry, Unit 1.

We have completed our review of your submittal. The details of.our' review are contairied in the enclosed Safety Evaluation.- Based upon our review, we find

-your proposed modification to the MSIV control circuitry to be acceptable.
