Dear Mr. Clark:
The NRC staff is reviewing your proposal submitted on August 16, 1988, to place
{
the Three Mile Island Unit 2 (TMI.2) facility in long-term storage after the completion of the current defueling effort.
You refer to this condition as PostDefuelingMonitoredStorage(PDMS).
I Although not specifically mentioned in your submittal, the NRC staff under-stands that PDMS allows for additional decay of radiological contamination, thereby lowering worker exposure during final cleanup. PDMS also provides for a safe, stable plant configuration, during which the ultimate disposition of the facility can be decided.
In the past, you have stated that your energies were totally comitted to the cleanup of TMI-2 and that no funds or resources would be expended in deciding the ultimate fate of the facility. Your most recent statements indicate that you propose to maintain THI-2 in PDMS until cessation of operations at Unit 1.
Now that defueling is close to completion and the facility is being prepared for PDMS, the Staff requests that you formally advise it about your future plans for the facility, comencing with PDMS.
In your letter of August 5, 1938, addressing the Decommissioning Funding Plan, you committed to providing the company's funding plan for all activities involved in the decommissioning of the plant, starting from PDMS conditions and ending with unrestricted access to the facility.
In order to provide a better understanding of the buis for your funding plan, we request that you state your plans regarding the disposition of the facility.
Because the current conditions at THI-2 are so different from those of a typical facility at the end of its useful life, the amount of funds necessary to demonstrate reason-able assurance for decommissioning may be considerably in excess of the minimum amount required by the rule.
GPU Nuclear Corporation is to be commended for its continuing commitment to the completion of defueling while minimizing exposure to both the workforce and the public.
