. NOTICE OF DENIAL OF AMENDMENT TO FACILITY OPERATING LICENSE AND OPPORTUNITY FOR HEARING The U. S. Nuclear Regulatory Commission (the Commission) has denied the request' by Carolina Power & Light Company (the licensee) for amendments to Facility Operating Licenses' No. DPR-71 and DPR-62 issued to the licensee for operation of the Brunswick Steam Electric Plant, Units 1 and 2, located in Brunswick County,' North Carolina. Notice of Cor sideration of. Issuance of this amendment was published in the FEDERAL REGISTER on April 8,1987(52FR11355) and on February 24,'1988 (53 FR 5487).
The'purpore of the licensee's' amendment request was to revise the Technical' Specifications (TS) related to the operability of on and offsite electrical power sources, in part, to conform to guidance of the General Electric Company's'(GE) BWR/4 Standard Technical Specifications (STS).
The NRC staff has advised the licensee that the amendment. is denied.
The staff is currently reviewing the GE STS and no determination of their l
acceptability has yet been made. Therefore, the staff is denying the proposed l
request pending generic action on the GE STS for lack of Technical L
Justification.
