REFERENCE:
TU Electric letter TXX-89255 from W. J. Cahill, Jr. to the NRC dated May 15, 1989 Gentlemen:
- The referenced correspondence provided the TV Electric response ia Notice of-Violation 50-445/8919-V-01 and 50-446/8919-V 01.
Based upon discussion with your Mr. M. Runyan ynd other NRC site staff, TU Electric has. performed an additional evaluation to augment the " Reason for Violation" contained in the: reference response.
This evaluation consisted of the following:
1.
A review of inspector training and qualification methods was performed to evaluate the education, experience, Indoctrination and training of QC Inspectors.
2.
A review of inspector performance was conducted for the' QC. Inspectors who did not correctly demonstrate valve angularity measurement as observed by the NRC Inspector.
3.
A review of attributes requiring QC inspection was performed to determine if special skills and tools for measurement were required during final acceptance inspection.
4.
A review of Brown and Root QA training material was performed to determine if attributes requiring special skills and tools for measurement during final acceptance inspection were addressed.
