SUBJECT: EXAMINATION REPORT No. 50-245/88-16(0L)
During the week of November 7,1988, the NRC administered examinations to
employees of your company who had applied for licenses to operate the
Millstone Unit 1 facility.

At the conclusion of.the examination, the written examination questions and
preliminary findings were discussed with those members of your staff
,
identified in the enclosed report.

Your attention is specifically directed to the discussion held at the exit
'
meeting (Section 5) regarding the effect of the cold calibration of the wide
range water level indication when implementing the Emergency Operating
Procedures (EOPs) and to Attachment 5 of the enclosed report regarding the.
fidelity of your plant simulator model with respect to the effects of lowering
water level on. reactor power.
Further review is warranted on your part.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
