Omaha Public Power District Fitness for Duty Program This letter is to provide an overview of the Fitness for Duty Program that has been implemented by the Omaha Public Power District (0 PPD) to maintain its proactive approach to Excellence in Operations.
The OPPD Fitness for Duty Program is designed to provide reasonable assurance that all employees are mentally and physically fit to perform their duties in a trustworthy, reliable, and competent manner.
This program is applicable to permanent, temporary, contractor, vendor, and other employees performing services for OPPD.
Elements of the Fitness for Duty Program include a Chemical Testing Program, Employee Assistance Program, Employee Awareness Program, and Supervisory Training Program.

The Chemical Testing Program provides reasonable assurance that employees are not under the influence of chemical substances which might impair their performance. The program is implemented by the use of screening tests to detect the presence of drugs, drug metabolites, and alcohol. Testing consists of pre-employment or pre-placement and "for cause" screenings for all employees.
In addition, random, unannounced screenings are conducted for employees with unescorted access at Fort Calhoun Station.

The Employee Assistance Program (EAP) provides reisonable assurance that employee problems, including chemical dependency, family distress, legal or financial difficulties, nervous disorders, poor physical health, or other behavioral or physiological abnormalities do not adversely affect satisfactory job performance.
This program is designed to encourage self-referral but may be initiated through supervisory referrals. OPPD employees may seek confidential diagnosis, counseling, referral and treatment services offered through the Employee Assistance Program.

The Employee Awareness Program provides reasonable assurance that individuals performing services for OPPD, particularly at Fort Calhoun Station, are aware of programs, policies, and procedures associated with the Fitness for Duty Program.
3 The program is implemented through training sessions and other media to ensure all employees are familiar with the public health and safety hazards associated with the abuse of drugs and misuse of alcohol, including the effects of prescribed or over-the-counter medication, the Employee Assistance Program, the expectations of employee performance, and the consequences for failure of adherence to the Fitness for Duty Program and policy.

The Supervisory Training Program provides reasonable assurance that management and supervisory personnel understand their and others' roles and responsibilities associateo with the Fitness for Duty Program and have knowledge of the techniques for recognizing drugs and indications of the use, sale, or possessiot, of drugs; techniques for recognizing aberrant behavior;'and the procedures for interviewing, taking corrective action,.and refarring employees to seek assistance.
The program is implemented through educational seminars or, as situations warrant, special awareness communications.
