This refers to the routine resident safety inspection conducted by Messrs.
J. Macdonald and M. Markley of this o. iice on February 28 - April 10,1989, at
the Yankee Nuclear Power Station, Rowe, Massachusetts.
The inspection con-

sisted , of observation of activities, interviews with personnel and document .
reviews.
The. results of the inspection are described in the NRC Region I
Inspection
Report-' enclosed
with
this
letter
and were discussed with
Mr. N. St. Laurent of your staff at the conclusion of the inspection.
' We have reviewed your March 17, 1989, reply to the Notice of Violation brought
to your attention in our ' letter dated February ~ 15,1989 (Inspection Report
50-29/88-25), concerning non-conservative neutron flux instrumentation set-
point adjustments during low power operations
(< 15 MWe).
We have also
reviewed your March 31, 1989, reply to the Notice of Violation brought to your
attention in our letter dated March 2,1989 (Inspection Report 50-29/88-22),
concerning the lack of effective measures to ensure that appropriate levels of
management are made aware of significant conditions adverse to quality involv-
ing -design review deficiencies.
Corrective actions
identified
in your
responses appear to address our concerns. The long-term effectiveness of your
procedure revisions, training enhancements and management initiatives will be
evaluated during future inspections.
Within the scope of this inspection, no violat!ons were observed.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of
this letter and the enclosures will be placed in the NRC Public Document
Room.
