Dear' Mr. Miller:

Enclosed are two copics .of the following documents, .provided in accordance with the

- requirements of 10 CFR 50.64,as application for conversion of the HEU fuelin the Manhattan College Zero Power Reactor (MCZPR) to LEU fuel.

-(1) Safety Analysis Report -- Conversion of Manhattan College Zero Power Reactor (MCZPR)'to Low Enriched Uranium (LEU) Fuel, April,1989.

(2)' Analyses For Conversion of the Manhattan College Zero Power Reactor From HEU to LEU Fuel, J.E. Matos and K.E. Freese, RERTR Program, ANL, February,1989.

The SAR contains, in addition to the approach for performing the fuel conversion and an assessment of- postulated abnormal conditions, the recent MCZPR Technical Specifications (Revision 4), an updated version of the Specifications for the HEU fuel (Revision 5) and a 4 proposed version (Revision 6) for the new LEU fuel. Revision 6 is based on the projected ,

core parameters developed by ANL (RERTR) in their analysis of the new core. The ~ANL analysis is incorporated by reference in Revision 6. It would be anticipated that once the new core parameters are verified and the new operating conditions established, Revision 6 of the Technical Specifications (as updated) would be the basis for a license amendment:

We have been informed by the involved personnel at Babcock and Wilcox, who are fabricating the fuel elements, that the anticipated date for completion of fabrication is October 1,1989.

A revised Schedule for Conversion from that submitted in our March 25, 1987 letter is

,L included as an attachment to the letter. We will continue to maintain contact with Babcock and Wilcox and EG & G to validate the schedule for availability of the fuel and casks for shipment of the HEU fuel from our facility and inform you of any change in schedule.

Schedule for Conversion l- Following is the updated projected overall schedule for conversion, based on the best i information currently available:

4. Receipt of " Order to Convert' MCZPR fuel. July 15,1959
5. Completion of all plans and scheduling of steps in conversion August 15,1989 process.
6. LEU fuel fabrication and provision a) Review and approval of INEL/RERTR drawings and Completed specs b) Receipt of LEU fuel October 15,1989 ,
7. Completion of final tests and instruction using HEU. May 15,1988
8. Completion of removal of HEU and replacement by LEU. October 31,1989 i
