COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET N05. 50-445 AND 40-446 ON-SITE ACCOUNTABILITY AND EVACUATION OBJECTIVES Gentlemen:

During a recent inspection of the CPSES Emergency Preparedness Program, questions arose regarding accountability and the evacuation of on-site personnel during an emergency.

These aspects of the Program are scheduled for demonstration during the Graded Emergency Exercise on July 25-26, 1989 (reference TXX-89223, dated April 27, 1989).

Since security lockdown of CPSES Unit I will not take place until August 1989 and the issuance of permanent badges will not be completed until September 1989, TU Electric indicated that, for purposes of the integrated exercise, a reasonable on-site population (300 - 500 persons) would be utilized to demonstrate the accountability and evacuation objectives. A demonstration of this extent can be reasonably performed within the limitations of the system as of the date of the exercise. The NRC indicated that TU Electric should demonstrate on-site accountability and evacuation with a population equivalent to the work force expected at the time Unit 1 is operating and Unit 2 is being completed.

TU Electric agreed to do so during September. Thus, TU Electric's demonstration of these on-site objectives will be accomplished partly on July j

25 and will be completed in September.

I As a result of the discussions with Region IV personnel, TV Electric will adopt the following programmatic changes prior to the drill in September:

The procedure EPP-314 " Evacuation and Accountability," will be revised prior to September 1989 to direct the evacuation of construction and other non-TV Electric non-essential personnel at the Alert classification.

At the Site Area Emergency classification, accountability within the Protected Area and evacuation of the remaining non-essential personnel within the Exclusion Area will be performed.
