Dear Mr. David:
On January 20, 1989 you submitted an application for a license for the export of a civilian nuclear power plant to the People's Republic of China. As we informed you on February 13, your application was forwarded to the Executive Branch for review on January 27, 1989. We have since received your request for a license to export the first core loading of fuel for this reactor (XSNM02435) which was forwarded to the Executive Branch en February 23.
As you are aware, neither of these applications can be issued until the report-and-wait procedure of Public Law 99-183 has run its course and favorable reviews have been received from the Executive Branch. We will be pleased to advise you of the progress of your applications when there are further developments.
