REQUALIFICATION EXAMINATION REPORT, ARKANSAS NUCLEAR ONE (ANO), UNIT 1 On May 1-5, 1989, NRC administered requalification examinations to employees of your company who currently hold reactor operator and senior reactor operator licenses to operate your ANO 1 facility. At the conclusion of the examinations, the results of-the examinations and audit were discussed with the facility staff. ~Two senior operators functioning as shift supervisors 4

failed the written examination. All other operators passed all parts of the examination. Overall performance during the audit met the requirements of NUREG 1021. " Operator Licensing Examiner Standards," Section 601 (ES-601) to-be declared satisfactory. On May 30, 1989, the senior operators were administered retake NRC requalification written examinations and both passed.

While the program niet the requirements for a satisfactory program,'NRC noted an.overall performance level that was lower than has been observed during recent replacement licensing examinations and in prior requalification audits.

Written examination performance continued to be marginal as was observed in the last requalification audit. However, operational performance on the simulator was notably lower than prior observations in both license examinations and requalification audits. While previous operational performance on the simulator could be rated as outstanding, the performance observed during this audit was only satisfactory.

Additionally, NRC is concerned with the fact that other senior operators, functioning as shift supervisors, failed the facility administered' requalification examination during the weeks prior to the NRC audit.

It is our understanding that these senior operators are participating in the ANO degree program. NRC encourages degree programs, such as AN0's, but is concerned when there.is indicatinn that such a program may be degrading the proficiency of operators who are on normal shift rotetion between academic periods.

l Arkansas Power & Light Company l during examination development. They provided the team with operational insights that cannot be obtained just from lesson plans and training materials. NRC wishes to express its thanks to these individuals, for their assistance in the preparation of these requalification examinations. NRC examiners are confident in the staff's ability to continue upgrading the bank of test items to the level of discrimination and validity specified in ES-601.

At this time, NRC concluded that there is not a significant safety impact resulting from the weaknesses noted above. Although no specific facility response is required to this letter, the NRC encourages the facility licensee to evaluate current requalification program and operational practices and identify the basis for the apparent decline in operator performance.
