' SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 18 TO FACILITY OPERATING LICENSE NO. R-103~

UNIVERSITY OF MISSOURI - COLUMBIA DOCKET N0. 50-186

1.0 INTRODUCTION

By letter dated March 31, 1989, the University of Missouri at Columbia requested changes to Appendix A of Facility Operating License No. R-103, Technical Specifications for the University.of Missouri Research Reactor - .

(MURR). The requested change would shift administrative aethority for the MURR from the University of Missouri system to the University of Missouri atColumbia(UMC).

2.0 EVALUATION-The research reactor at the University of Missouri at Columbia reports to University of Missouri nulti-campus administration. The multi-campus administration includes the President and Vice Presidents of the University of Missouri.who report to the Board of Curators of the University of Missouri.

These university officials are responsible for the operation of the four University of Missouri campuses. There is no direct. oversight of MURR activities by Colunbia campus administration.

The licensee is proposing that the Chancellor of UMC and the Vice Provost for Research (who is also the Dean of the Graduate School) be added to the administrative structure. The Director of the MURR will report to the Vice Provost for Research who reports to the Chancellor of UMC. The Chancellor will report to the President.of the University of Missouri. The Board of Curators continue to have ultimate responsibility for the reactor license.

The Radiation Safety Officer will continue to report to the University of 1 Missouri Vice President for Academic Affairs while the Reactor Advisory i fv a Committee will report to the Chancellor of UMC. The organization'el structure i within MURR is not changed by this amendment.

This change will allow the reactor to be administered by the campus upon k8 which it is located. Decisions concerning personnel and budgets will be made gg locally. The majority of researchers and students that use the reactor are mo from the UtiC campus. This will allow the UMC to develop a close relationship og between campus and the HURR research programs. I og 8A The staff concludes that these changes are administrative in nature and do not U affect the ability to operate the facility safely on a day-to-day basis and also do not decrease the University oversight of the facility. 3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves changes in the category of recordkeeping, reporting, and administrative procedures and requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the constr!hrations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously evaluated, or create the possibility of a new or different kind of accident from any accident previously evaluated, and does not involve a significant reduction in a margin of safety, the amendment does not involve a significant hazards consideration, (2) there

' is reasonable assurance that the health and safety of the public will not ba .

endangered by the proposed activities, and (3) such activities will be conducted in compliance with the Commission's regulation and the issuance of this amendment will not be inimical to the conanon defense and security or the health and safety of the public.
