SUBJECT:

Technical Specification change request pursuant to 10 CFR 50.59(c) and 10 CFR 50.90.

l TI.e University of Missouri System Board of Curators has approved, pending Nuclear Regulatory Commission review and approval, a recommendation by the University President to shift administrative authority for the University of Missouri Research Reactor (MURR) from the University of Missouri System (multi-campus administration) to the University of Missouri-Columbia (UMC campus admin-istration). This shift is designed to provide a closer relationship between the research programs conducted at MURR and the University's other research programs.

In the proposed administrative structure (Figure 6.0 enclosed), the Chancellor of UMC, rather than the Vice President for Academic Affairs, will report directly to the President for administrative responsibility for MURR.

Reporting to the Chancellor on all academic affairs of the UMC organization is the Office of the Provost. In the proposed administrative structure, the MURR Director will report directly to the Vice Provost for Research and Dean of the Graduate School (one person holds this dual position).

The addition of The Vice Provost for Research in the line of authority between the University President and the MURR Facility Director would place MURR in an administrative structure similar to what existed from March 5, 1981 (Amend-ment No. 13) through October 20, 1988 (Amendment No. 16). That organization structure had an additional position in the line of authority, an Associate Vice President for Academic Affairs, who had administrative authority over the MURR Facility Director and reported to the Vice President for Academic Affairs.

The Reactor Advisory Committee is proposed to report to the UMC Chancellor instead of the Vice President for Academic Affairs. This is similar to the existing administrative structure, with the Reactor Advisory Committee report-ing to a level of authority one level below the University President.

nical Specification figure will reflect the proposed changes in administration described above. The University requests an effective date for this Technical Specification change of. July 1,1989, if possible. The present administrative structure between the Curators and the Facility Director will remain in effect-until Nuclear Regulatory Commission approval is received for the proposed changes.-

The proposed administrative structure will be ready to assume its _ license respon-sibilities July 1,1989.

Since the majority of the UM system researchers, students', and support -groups that are involved with the MURR are from the UMC campus, the proposed administra-tive changes will provide for closer management oversight. The role of MURR is more closely aligned to the overall responsibilities of the UMC Vice Provost for Research than the UM System Vice President for Academic Affairs.

The administrative changes as proposed meet the administrative needs of a Class 104 licensee as outlined in ANSI /ANS-15.18 (1979) " Administrative Controls for Research Reactors."

The changes requested have no safety affect on the daily operations of the reactor or the reactor safety system. The proposed changes have been reviewed at the Reactor Safety Subcommittee level (February 28,1989) as well as the parent Reactor Advisory Committee level (March 21,1989). These changes to our Technical Specifications are made pursuant to 10 CFR 50.59(c) and 10 CFR 50.90.
