NRC. Generic Letter 89-06 dated' April 12, 1989 requires licensees to l
review the implementation of the Safety Parameter Display. System (SPDS) against the requirements identified in supplement 1 to NUREG-0737 while.using NUREG-1342 for information regardi:ag what has been found acceptable by the NRC in previous SPDS audits.
Our review indicates we have satisfied the. requirements of NUREG-0737 Supplement 1 with a few exceptions.
These exceptions and our planned corrective actions are as follows:

The basis for the setpoints used in the SPDS could be better documented, and there may be a few inconsistencies between setpoints used on different displays, emergency operating procedure values, and other. control. room setpoints.
Another complete review of SPDS setpoints will be completed by January 1991 and any necessary changes will be implemented by March 1991.
The scheduled completion dates for these actions have been revised from an earlier submittal of March 29, 1988.
In addition, the basis for the setpoints will be documented by March 1991.

Another review of all units of measure used in the SPDS to ensure consistency with control room meters and emergency operating procedures needs to be conducted.
The control room design review effort made some changes in this area, and it is appropriate that we do a final SPDS consistency check.
This will be completed by July 1990.
Any discrepancies identified will be corrected by September 1990.

As part of the Control Room Design Review, it has been determined that nomenclature and abbreviations have not been used consistently between labels, meters, annunciators, procedures, and computer screens at Point Beach. A Standard Usage Manual has been developed to provide consistency in 8907100489 890712

We are in the process of upgrading meter faces, control board labels, and annunciator tiles to ensure consistency in naming conventions. 'The final portion of
-this upgrade, replacing meter faces, is scheduled to be completed.by January 1991.
When this is' complete we will review all parameter labels and abbreviations used in the SPDS-and ensure they comply with the other control room indications and the Standard Usage Manual.
It is expected this will take an additional six months and can be completed by July 1991.
In summary, we hereby certify that our SPDS, upon completion of the steps discussed above, will fully satisfy the requirements of NUREG-0737 supplement 1, taking into account the information in NUREG-1342.
The implementation schedule for these upgrades is as listed above.
