This is to acknowledge receipt of your letter of February 7, 1989 which transmitted changes in the Callaway Plant Radiological Emergency Response Plan (RERP), Revision 12. The major changes included deletion of a previous statement relating to declassification of an emergency after conditions have stabilized and changes in two separate Emergency Action Levels (EALs), on Pages 10 and 17 of the EAL tables. Both these changes were in Chapter 4, Emergency Conditions. Editorial changes, which were not consequential, were also identified in various other chapters of Revision 12.

Our review of the entire RERP, Revision 12, in addition to those changes identified in the initial paragraph, has determined that these changes will not downgrade the effectiveness of the plan, and are therefore, acceptable.

Thus, Revision 12 of the Callaway RERP continues to meet the planning standards of 10 CFR Part 50.47(b) and the requirements of 10 CFR Part 50, Appendix E.

Please be reminded that 10 CFR 50.54(q) requires prior NRC approval of any changes to your plan which may decrease the effectiveness of the plan.

However, if your safety review assures no decrease in emergency preparedness effectiveness, then changes to the plan may be made and implemented without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V.
