This refers to the routine safety inspection conducted by NRC inspectors

Messrs. M. M. Holzmer, D. J. Damen, R. M. Lerch, L. P. Zerr, J. M. U11e and

Ms. P. L. Eng of this office on January 4, 1989 through February 17, 1989,

of activities at the Zion Nuclear Generating Station, authorized by Licenses

No. DPR-39 and No. DPR-48, and to the discussion of our findings with

Mr. G. Plim1 at the conclusion of the inspection. Additional findings were

discussed with Mr. T. Joyce on February 17, 1989.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required. Paragraph 13 of this report documents our findings with regard

to allegations of problems with communications at Zion. I am concerned with

the apparent lack of communications between the Zion plant management and the

plant staff, most notably the station operators. I feel this is significant

and have discussed this matter in general terms with T. Maiman of your staff

on several occasions. Once you have had an opportunity to review this report,

I would like to schedule a meeting to discuss your perception of the problems

and corrective actions that have or will be taken to avoid similar future

problems. Please contact me or W. Forney of my staff.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
