, Gentlemen:

As a. result of comments provided by Westinghouse Electric Corporation concerning the CPSES' Unit 1 Technical Specifications. TU Electric has determined that the. actions provided for Overtemperature N-16 and Overpower N-16 in Table 3.3-1 (items 7 and 8 respectively) need to be modified.

s Attached is a marked-up version of the Final Draft Technical Specifications reflecting the changes which should be made. These changes result in reducing from 4' hours to 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> the time allowed to operate the unit with an inoperable char.nel bypassed when the Action Statement is applicable.

ACTION 11 - With one of the diverse trip features (undervoltage or shunt trip attachment) inoperable, restore it to OPERABLE status within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> or declare the breaker inoperable and apply ACTION 8.

The breaker shall not be bypassed while one of the diverse trip features is inoperable except for the time required for performing maintenance to restore the breaker to OPERABLE status, during which time ACTION 8 applies.
