Safety Parametee Display System Generic Letter No. 89-06 requested licensees to certify that either their Safety Parameter Display System (SPDS) fully met. the requirements of NUREG-0737, Supplement 1 in the context of NUREG-1342, or that the SPDS would be modified to fully meet these requirements.
If a certification could not be made, the licensees were to provide reasons for this conclu-sion and any compensatory action taken.
The generic' letter, dated April 12, 1989, requested licensees to respond within 90 days of this date. For reasons discussed below, we hereby request thr3 the schedule for our response for Trojan be extended until August 15, 1989.
Although the' generic letter was dated April 12, 1989, it was not received at Portland General Electric (PCE) until May 16, 1989, thus, reducing by more than a month the time available for a response. The requirement for a response within 90 days of the date of the letter would place significant, and undue burden on our staff at a time when most of our resources have been allacated nd dedicated to the support of the ongoing outage and the upcoming startup activities. The current schedules in support of these activic.les provide for minimal flexibility to perform any unscheduled activities.
Since startup is scheduled for mid-July, a sche-dule relief through August 15 would eliminate the need for any startup schedule adjustments at this critical time.
It would also grant us approximately 90 days to respond to the generic letter upon receipt of the letter.
In June of 1985, the Nuclear Regulatory Commission (NRC) provided conditional acceptance of the Trojan SPDS Program. The concerns identified in the NRC's safety evaluation of the program were subsequently resolved, 8907180387 890711 PDR ADOCK 05000344 P

The system has performed remarkably well since 1985. Therefore, Lour review of-the Trojan SPDS implementation status, in conjunction with the new information contained in
-NUREG-13424 and in accordance with the guidance of Generic Letter 89-06, is expected to lead to certification that the Trojan SPDS fully meets the requirements of NUREG-0737, Supplement 1.
