Gentlemen:

This refers to the special safeguards inspection conducted by

Ms. G. M. Christoffer of this office on March 2-22, 1989, of activities

at Zion Nuclear Power Station, Units 1 and 2, authorized by NRC Operating

Licenses No. DPR-39 and No. DPR-48 and to the discussion of our findings

with Mr. T. Joyce on March 3, 1989 and Mr. Saksefski on March 23, 1989.

The encloseo copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

[

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

We are concerned, however, that recent guard work practices have

resulted in guards working several weeks without a day off.

Such work

l

practices may have' contributed to the two recently noted instances of guards

found inattentive to their assigned duties. We understand that you have

'

initiated the actions specified in Section 4 of the enclosed Inspection Reports

to address this concern.

We will review the effectiveness of ycur actions

during future inspections.

Areas examined during this inspection concern a subject matter which is

exempt from disclosure according to Part 73, Title 10, Code of Federal

Regulations, Section 73.21(c)(2).

This information must be handled and

protected in accordance with the provisions of 10 CFR 73.21.

Consequently,

the enclosure to this letter and our report of this inspection will e x be

placed in the NRC Public Document Room.
