Gentlemen:
This refers to the routine safety inspection conducted by Mr. M. J. Kopp and
other NRC representatives of this office on March 20 through April 19, 1989,

of activities at the Perry Nuclear Power Plant, Unit 1, authorized by NRC
'
Operating License No. NPF-58 and to the discussion of our findings with
Mr. R. Stratman and others of your staff at the conclusion of the inspection.
The purpose of this inspection was to review licensee actions regarding previously
identified environmental qualification findings.
Within this area, the inspection consisted of a selective examination of
procedures and representative records, observations, and interviews with
personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements. We are releasing this report at this time for your
information. Following the Enforcement Conference which has been schyduled
for May 11, 1989 in the Region III Office, you will be notified by separate
correspondence of our decision regarding enforcement actions based on the findings
of this inspection.
No written response is required until you are notified of
the proposed enforcement actions.
Certain other activities, set forth in the enclosure to this letter, appear to
be a deviation from commitments to Regulatory Guide 1.97 which you have made
in previous correspondence with the Commission. A written response is
required.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this
letter, the enclosures, and your response to this letter will be placed in the
NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
