NOTICE OF ISSUANC'E OF AMENDMENT TO CONSTRL'CTION PERMITS The U. S. Nuclear Regulatory Conmission (the Commission) has issued Amendment No. 11 to Construction Permit CPPR-126 and Amendment No.~10.to Construction Permit CPPR-127 for the Comanche Peak Steam Electric Station (CPSES), Units I and 2, respectively, to show a change in ownership interest.

LBy letter dated May 4, 1989, Texas Utilities Electric Company (TU Electric) requested amendment of Construction Permit Nos. CPPR-126 and CPPR-127 for the 9

CPSES.. Units 1 and' 2, to reflect the transfer of a 2-1/6% interest in CFSES ownership from Tex-La Electric Cooperative of Texas, ?>

The issuance of. these amendments to L' construction Permit Nos. CPPR-126 and CPPR-127 complies with the standards ano' reactrements of the Ator,ic Energy Act of 1954, as amended (the Act), and the Commission's regulations.

Transfer of ownership from TMPA to TU Electric was previously authorized by' Amendments No. 9 and No. 8 to Construction Permits CPPR-126 and CPPR-127, respectively, on Au9ust 25, 1988 to take place in 10 installments as set forth in the agreement attached to the application l.

The staff has prepared an Environmental Assessment and Finding of No Significant Impact which was published in the Federal Register on August 29, 1989 (54 FR 35737). The staff has concluded that this action will not have a significant impact on the quality on the human environment.

For further details with respect to this action, see (1) the application-for amendment dated May 4.1989,(2) Amendments No. 11 and No. 10 to Construc-tion Permit Nos. CPPR-126 and CPPR-127, respectively, and (3) th Cosmiission's related safety evaluation.
