APPLICATION FOR AMENDMENT TO OPERATING LICENSE l

Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission, Duquesne Light Company hereby requests that the Technical Specifications set forth in Appendix A to the license be amended to incorporate an increased rod drop time, increased peaking factors and change the DNB design basis to the WRB-1 correlation.

The proposed technical specification change is set forth in Attachment A to this Application. A Safety Evaluation is set forth in Attachment B. A no significant hazard evaluation is set forth in Attachment C. Based on the guidance provided by the Commission, the

' proposed changes have been determined to involve no significant ,

hazards consideration in accordance with 10 CFR 50.92.

WHEREFORE, Applicant respectfully requests that Appendix A to the Operating License be amended in the form attached hereto as Attachment A.
