Dear Ms. Varner:

Your letter of July 20, 1989, addressed to Ms. Debra Anderson, has been referred to me for reply. You had asked for information on obtaining assistance in improving the existing road conditions on evacuation routes from Tega Cay. We recently received a similar request from Mayor Shirley Mcdonald of Tega Cay, forwarded to us by Senator Strom Thurmond. We provided the following information to Senator Thurmond.

The NRC requires nuclear power plant licensees to study the population distri-of each nuclear power bution plant andrelative to roads to produce and highways evacuation in the vicinity) time estimates (ETEs based on the results of the study. These ETEs enable authorities to identify potential traffic bottle-necks and make plans for appropriate traffic control measures. These plans are incorporated into the offsite emergency plans developed by state and loca'l response organizations such as the state and local police. If a serious accident should occur at a nuclear power plant, this information would be used in the process of making decisions whether to shelter or evacuate the local population. The severity of an accident, weather conditions, ETEs, and other factors would be considered in deciding which protective measures would be appropriate.

Emergency response plans and ETEs were based on road networks and population distributions when the Catawba plants were licensed. In the event of significant changes in the road network and/or the population, the plans and ETEs should be as a Furthermore, updated the NRC andby thelicensees and state and Federal Emergency local governments Management Agency (FEMA)ppropriate.

Based on these evaluations, including the most recently conducted emergency preparedness exercises (February 1988 and April 1989), the NRC and FEMA continue to find emergency preparedness adequate for the Catawba Nuclear Station.

I hope the information above clarifies the NRC's role in protecting the public health and safety and provides assurance that consideration of the population and traffic characteristics of Tega Cay, South Carolina, has been incorporated in the emergency preparedness for the Catawba Nuclear Station.

Dear Ms. Anderson:

Recently, I read a very interesting article about you. The article appeared in the July 17, 1989 issue of C1TY & STATE newspaper, I can certainly relate to "the good ol' boy system" you have had to overcome to rise to your present position.

As the first female City Administrator in the State of South Carolina, I too have had an up hill battle. Soon after my appointment, I attended a state-wide meeting of administrators / managers. Vnen I walked into the room, the group looked at me and their faces clearly expressed their unspoken sentiment, "How can that maid have nerve enough to come in here with us?" From that point, I resolved to work longer, harder and better to prove my capability.

I would like to ask for your help and guidance on a problem in our area. Tega Cay, South Carolina is located on a peninsula with one ingress / egress to the City. (See enclosed map.) The area color coded yellow is of particular concern to us. It is a one (1) mile, two (2) lane road. The portion of the road color coded blue is part of a ten to twenty (10-20) year state SHIMS (Strategic Highwr.y Plan for Improving Mobility and Safety) project for a Highwr.y 160 by-pass arrund the Tcwn of Fort Mill.

By our projections, in seven to ten (7 - 10) years Tega Cay will have a population of approximately 10,000 residents. There is a 200 room motel / Conference Center slated for completion by Dece.nber 1990. Our City is situated within two miles of Catawba Nuclear l'ower Station.

Also, we are on the primary landing / departing routes of Charlotte International Airport. Further. large trucks and nume rous motorists use Highway 160 as a cut from Interstate 77 to Interstate 85 south and also as an alterrate route to the airport.

As a City conscious of planning for the future, we are very concerned due to the possible dangers that surround us each day. Should a nuclear or airplane disaster occur, expeditious evacuation of our residents vould be virtually impossible because of our road situation.

As cities are not allowed to spend monies for upgrading streets and roads outside their jurisdiction we are at the mercy of state and federal government. Stalemated, State highway officials give little hope of their funding the widening of Gold Hill /Tega Cay Road to no Jess than four (4) lanes.

Re are wondering if perhaps'the Muclear Regulatory Board has some requiremeis"s concerning evacuation routes'that would force Duke Power

' Catawba nuclear Power Station), the State of South Carolina or some

' federal agency to assist us with this situation which concerns us deeply.

The article in the CITY 6 STATE newspaper stated that your office was adept at directing city and state officials to the proper agencies to help solve problems. Therefore, we earnestly seek your guidance.  ;
