.McGuire Nuclear Station Docket Nos. 50-369, and 50-370 Proposed Amendment to the Auxiliary Building Filtered Ventilation Exhaust System Technical Specification Gentlemen:
Pursuant to 10CFR 50.90, please find attached proposed license amendments to
-facility operating licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and'2, respectively. The proposed revfalons to Technical Specification 3/4.7.7 are the result of a Nuclear Station Modification (NSM) that will increase radioactive waste handling and compacting areas, increase Chemistry laboratory and Health Physics office areas, and modify our laundry and equipment decontamination facilities. The NSM will also enclose the Waste Solidification (WS) building and provide auxiliary service building access to the WS building, (Prior to the NSM, the WS building was a partially open building due to the nature of solidification medium the building.was designed to accommodate, and the building was an unattached structure.) The NSM will require changes to the existing HVAC equipment and add new HVAC equipment to the new building addition. As a result, the Auxiliary Building Filtered Ventilation Exhaust (ABFVE) system flowrates will be decreased and an existing radioactive gaseous effluent release point and radiation monitor will be relocated.
This proposed license amendment package consists of 4 attachments. Attachment 1 provides the proposed changes to the Technical Specification. Attachment 2 provides background information on the design of the NSM. Attachment 3 provides a technical justification for.the proposed amendment, and Attachment 4 provides a significant hazards consideration discussion.
We request the NRC Staff review this proposal so that approval may be obtained prior to September 1, 1989, and that the proposed change will become effective
'following the configuratic>n change in the ductwork and successful testing of the L
system. This requested approval date is based on the current construction schedule for installing the new ventilation equipment which will alter the existing flowrates of the ABFVE system. Also, because of the flowrate changes in this amendment, it is requested that you put on temporary hold our TS amendment request of October 1987 regarding the ABFVE system currently being reviewed by your staff. This delay is necessary due to our need for the subject amendment that will enable us to use the new radwaste handling area, and because the previous submittal does not include the new ABFVE system flowrates. Therefore, we will supplement our October 1987 request to reflect the new TS changes brought about by the Radwaste Handling Area addition.

NDocudent Control Desk May 11, 1989 Page 1 Description of Proposed Changes McGuire Nuclear Station NSM MG-11202 will add new areas to the station for use in holding, processing and reduction of liquid and solid radwaste materials. As a result of the modification, a new Heating Ventilation and Air Conditioning (HVAC) system will be added to provide ventilation services for the new area and some areas previously serviced by the Auxiliary Building Filtered Ventilation Exhaust (ABFVE) system, which will require a change to existing ABFVE system flowrates.
This reduction in the area served by the system will result in lower ABFVE system flowrates to the Unit 1 and 2 Vents.
Presently, the flowrates listed in Technical Specification (TS) 4.7.7 are 54,000 CFM +/- 10% for Unit 1 and 43,000 CFM +/- 10%
for Unit 2.
Upon completion of the modification, these values will be reduced to 45,700 CFM +/- 10% for Unit 1 and 40,500 CFM +/- 10% for Unit 2.
The modification will also relocate an existing gaseous effluent release point, and relocate an existing radiation monitor (EMF 53). Relocating the release point requires a change to the TS figure that identifies the location of the existing McGuire gaseous release points. Also, administrative changes to several TS tables are proposed to rename the " Contaminated Parts Warehouse Ventilation System" to the " Waste Handling Ventilation System".
The proposed changes will affect TS 4.7.7; Table 3.3-13 (Item 8); Table 4.3-9 (Item 8); Table 4.11-2 (Item 4b); and, Figure 5.1-3.
