Dear Sir:

I an an instrument specialist at Millstone Nuclear Generating Station, operated by Northeast Nuclear Energy Company, a division of Northeast Utilities. Attached is a letter I have written to Nuclear Regulatory Commission Chairman, Lando V. Zech, expressing my dissatisfaction with the way the Nuclear Regulatory Commission (NRC) handled my nuclear safety concerns.

The future safety of our nuclear power plants depends on plant workers being able to openly express their safety concerns without fear of retaliation by plant manage ment .

I would greatly appreciate any assistance you could provide in any of the following areas:

1. Ensuring that the NRC is receptive to concerns of nuclear plant workers.
2. Ensuring that workers feel comfortable bringing concerns to the NRC and do not fear retaliation from their employer.
3. Ensuring that the NRC demands that employers be receptive to nuclear safety concerns and is willing to take concrete and public action to back that demand.
4. Strengthening "whistleblower" laws; because as it stands now an employee can' t speak up without losing something, i.e. money, credibility, respect, his/her j ob.

Please note that the Company and the NRC profess to do all of the above at the present time, but their actions and the facts belie that claim. Also, note that there are other workers at Millstone with similar concerns.

Sincerely, dy c5 C Lrtaw Gary L. Johnson Attachment
