MINUTES OF THE JUNE 9,1989 MEETING WITH THE TENNESSEE VALLEY AUTHORITY (TVA) ON THE DISSOLUTION OF THE ENGINEERING ASSURANCE ORGANIZATION (TAC 72833/73293) l On Friday, June 9, 1989, a meeting was held at NRC headquarters, in Rockville, Maryland, between the TVA Projects Division, NRC, and the Tennessee Valley Authority (TVA).

The meeting was held at the request of the NRC to discuss the pending reorganization of Engineering Assurance (EA) whereby it would be dissolved and its functions would be integrated into the Nuclear Quality Assurance and the Nuclear Engineering organizations. Enclosure 1 is a list of individuals attending the meeting. The following is a sumary of the signifi-cant items discussed and the actions taken or proposed.

The pending reorganization of EA has been previously discussed by TVA, briefl,y with the NRC,'in the meeting of April 10, 1989. This April 10th meeting was held at the request of TVA to discuss several organizational changes being considered by TVA. The staff's summary for the April 10, 1989 meeting was -

issued on April 26, 1989. The pending reorganization of EA was also discussed in Revision 6 of the Corporate Nuclear Performance Plan, which TVA submitted on May 5; 1989.

Knowing the reorganization ~of EA was to go into effect on June 16, 1989, the NRC requested this meeting to discuss, in detail, the reorganiza-tion with respect to EA.

TVA provided a handout, which is Enclosure 2.

The agenda for the meeting is page 2 of Enclosure 2.

A transcript of the meeting is Enclosure 3.

TVA presented the details of its pending reorganization of EA. TVA stated 1

that all of the EA functions would be ir.tegrated into either the Nuclear Quality Assurance or the Nuclear Engineering organizations. Specifically, the quality assurance functions and commitments within the EA organization would be incorporated into Nuclear Quality Assurance while the tracking, training, technical oversight and project functions within the EA organization would be incorporated into Nuclear Engineering. TVA stated that the EA reorgani-zation would (1) increase the independence of the quality assurance functions from the engineering functions, because the EA quality assurance functions would be incorporated into an organization separate from Nuclear Engineering with a separate budget, and (2) increase the accountability in the Nuclear Engineering line organization. TVA concluded its presentation with the state-ments-that the EA reorganization:

(1) maintains the same quality assurance

(3) maintains and emphasizes accountability for quality in the engineering line organizations, (4) provides Nuclear Engineering ownership of the design process and trending of problems, and (5) does not reduce TVA's commitments to NRC.

i The staff expressed its concerns regarding the ability of TVA to effectively implement the changes involved in the reorganization of EA.

Further, TVA had not presented any criteria which could be used to measure the effectiveness of the reorganization. The staff requested that these criteria or perforinance indicators be used to measure the effectiveness of the engineering audit functions before (being performed by EA) and after the reorganization.

TVA presented a general process which it said would measure the effectiveness of the EA reorganization. The staff requested that TVA document these criteria or performance indicators and their basis in a letter to be submitted to NRC by June 13, 1989.

TVA agreed to submit this letter. This ended the meeting. is the TVA letter dated June 13, 1989 describing the criteria and methods it would use to assure the EA functions were completely integrated into, and functioning properly, in the Nuclear Quality Assurance and Nuclear Engineering organizations. is the staff's June 23, 1989 response to TVA's letter dated June 13, 1989. The staff concluded, subject to certain inspections, that TVA has taken appropriate and adequate actions to assure that the integration of the EA functions into the line organizations can be carried out without a reduction in the commitments in the TVA Quality Assurance Topical Report, Revision 10.
