50-327/88-12 AND 50-328/88 RESPONSE TO UNRESOLVED ITEM (URI) 88-12-11 During NRC's inspection in Knoxville, Tennessee, during the week of February 15, 1988, a number of miscellaneous issues were reviewed as follow-up from previous NRC inspection itenis.

The subject item, entitled " Diesel Generator Exhaust Piping," resulted from NRC's review of deficiency D4.3-7 from Integrated Design Inspection 50-327, 328/87-48.

In a March 3, 1988, telephone conference call between NRC and TVA, it was agreed that TVA's follow-up action for closure of this item would be to inspect the affected diesel generator exhaust piping support attachments for damage. This issue was further identified as URI 88-12-11 in S. D. Richardson's June 24, 1988, letter to S. A. White.

The enclosure provides the results of the diesel generator exhaust piping-support attachment inspection and TVA's response to URI 88-12-11.

ENCLOSURE URI 88-12-11, " Diesel Generator Exhaust Piping" "The staff review of TVA's evaluation of piping in the diesel generator building for the effects of the time step on the seismic response spectra identified that TVA had used interim criteria that had not been reviewed and approved by the staff.

The staff considered the use of this criteria i

acceptable providing TVA visually inspect the affected support attachments on I

the diesel generator exhaust lines to determine if any damage had occurred.

TVA should provide the results of this inspection to the NRC."

Response

In response to NRC's request that TVA visually inspect the affected support attachments on the diesel generator exhaust piping, a field inspection was performed by Gilbert / Commonwealth, Incorporated.

Five of the eight exhaust lines were inspected.

The results showed that the lugs inspected had gaps t

ranging from 0.5 inch to 1.25 inches and that the piping and welds showed no i

damage because of the potential lug contact (e.g., dents, dimples, or other visual damage).

The remaining three exhaust lines were not inspected because inspections of these lines would have required the removal of insulation.

Because all eight of the exhaust lines have a similar configuration and lug location, the five lines inspected are representative of all the exhaust lines.

Because of the above information, the condition that originally raised the I

concern over the analysis package is acceptable; and TVA has concluded that the analysis is representative of the existing as built configuration and is adequate. TVA, therefore, proposes to close this unresolved item.
