Georgia ' Power. Company established a dedicated response team during the inspection to address the inspection team's questions and issues.

The process allowed questions to be formulated into issues and issues to be resolved _ with or without additional actions.

This letter is to document GPC's response commitments as discussed during the exit meeting on June 19, 1989. provides a listing of the commitments.

Issue N-1005a Unit 1 Calculation No. 82 and Unit 2 Calculation No. 83_ will be revised by September 30, 1989 to reflect the minimum design basis temperature of 45*F for the EDG batteries.

Issue N-1005b Unit 2 FSAR Table 9.4.9 will be revised to reflect the correct switchgear room heater loads by the next FSAR update on July 22, 1990.

3.

Issue N-1006 An IST Program will be implemented on the fuel oil transfer pumps within nine (9) months after receipt of the SER.

IST of the EDG system check valves will be incorporated into plant procedures.

Issue N-1012 Training Lesson Plan' LT-IH-02801 will be revised to reflect that loss of offsite power relays are set at 81 percent of nominal bus voltage rather than 60 percent.

The revision will be completed by October 31, 1989.

5.

Issue N-1021 The system evaluation documents will be completed by December 31, 1989.

6.

Issue N-1022 Tables 3 and 5 of system evaluation document 2R43 will be revised to clarify why the total load values are different by December 31, 1989.

7.

Issue N-1038, N-1079 The procedure upgrade program version of 571T-X41-001-1S and 57IT-X41-001-2S titled, " Testing of Diesel Building Ventilation, Heating, and Cooling Systems", will be implemented on a periodic thirty-six month basis after procedure validation.

The procedure is presently in the validation process and will be made effective by I

September 30, 1989.

Issue N-1069 The procedure 52PM-R43-007-05, will be implemented to require fuel oil storage tank cleaning on a ten year frequency, effective by j

January 7, 1991.

Issue N-1087a All applicable engineering documents will be revised by December 31, 1989 to reflect the upgrade of plant service water component design pressure ratings.

A long term corrective action plan will be i

developed for.the Unit 2 residual heat removal pump seal coolers.

The long term plan will be developed t>y September 30, 1989.

10.

Issue N-1104 GPC will obtain a dynamic loading calculation for Unit i from the diesel generator vendor by August 15, 1989.

11.

Issue N-1118 Administrative controls will be established by September 22, 1989, to limit the total diesel generator loading to 13000 kW.

The Technical Specifications will be revised to require additional fuel storage capacity and submitted by December 31, 1989.

Issue N1118a Procedure 62CH-SAM-003-0S will be revised by October 31,1989 to incorporate the appropriate parameters and acceptance criteria for fuel oil testing.

The procedure will also address proper sampling techniques to ensure representative samples are obtained.

13.

Issue N-1120, N-1121, N-1122 A line by line comparison of the Technical Specifications and NRC Regulatory Guide 1.108 will be performed by October 31, 1989 to evaluate discrepancies.

The Technical Specifications and FSAR will be revised if necessary.

14.

Issue N-1131 Unit 2 electrical calculation No. 88 was revised to reflect the correct brake horse. power value for plant service water pump 2B on June 30, 1989.

Additional information will be obttined from the diesel generator vendor for seismic qualification of the low lube oil pressure switches regarding the switch installed on the engine tested versus the switches actually installed at Plant Hatch.
