50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) 3.7.11.1.b on August 19, 1989, at 0130 Eastern daylight time, with Unit 1 in Mode 1 and Unit 2 in Mode.1. Limiting Condition for Operation 3.7.11.1.b was entered because of inoperability of the fire suppression system. The high-pressure fire protection (HPFP) system had been declared inoperable because of deficiencies discovered during the performance of Surveillance l
Instruction 172. Six normally open valves connecting the condenser circulation water (CCW) pump wells to essential raw cooling water (EPCW) pump wells could not be cycled as required. The HPFP pumps draw suction from the ERCW pump welle and the CCW pump wells (see mark 855 in the lower center portion of Final Safety knalysis Report [FSAR], figure 1.2.3-17).
These valves are normally open and could not be closed and reopened to satisfy l
Surveillance Requirement 4.7.11.1.d.
Initial notification of the event was, i
f reported by telephone at 1735 on August 19, 1989, in accord u ce with action statement b.2.a of TS 3.7.11.1.
The HPFP system is fully functional at this time, and the pumps will start and perform as required. At no time did the l
inability to cycle these valves present any threat to the operability of the 1
plant or safety of the public because of the multiple suction sources for the HPFP pumps (see FSAR, figures 9.5.1-12, and 1.2.3-15, Plan Below Elevation 658.0). Marked up copies of the appropriate drawings are enclosed.
