MILLSTONE NUCLEAR STATION, UNIT N0. 2 REACTOR BUILDING CLOSED COOLING WATER (RBCCW) SYSTEM - CONTAINMENT ISOLATION VALVES Your letter dated June 20, 1989 responds to our letter dated May 4,1989 wherein we informed you of our position that the RBCCW valves in q)uestion should be maintained in the Millstone Unit 2 Appendix J (Type "C" program.
The June 20, 1989 letter takes the position that since the subject RBCCW valves were not intended as containment isolation valves, the requirement to continue testing these valves within the Appendix J program represents a "Backfit" within the definition stated in 10 CFR 50.109.(a)(1). The purpose of this letter is to acknowledge your identification of the NRC staff position 1
- concerning RBCCW isolation valves as a potential "Backfit" issue. We are presently reviewing this issue and will provide you with our deterinination in accordance with NRC Manual Chapter 0514.
