Date: July.10, 1989 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--PNS-I-89-11 This preliminary notification contains information of nuclear power ~ plant physical security and/or public interest significance and has been confirmed by the licensee.

Subject:

BOMB THREAT A telephone bomb threat was received by the licensee at 1:30 a.m. on July.8,1989.

The caller said be had placed a bomb in the reactor building.

The caller identified himself, giving the name of a current plant employee.

The security force responded to the call by implementing the bomb threat contingency procedure, which included a search of the plant and protected area. Nothing was found,'and the licensee considers the threat to have been a hoax.

As part of the licensee's investigation, the employee whose name was used by the caller, was interviewed by the licensee security staff and an Oswego County deputy sheriff. The employee denied making the telephone call arid agreed to take a polygraph test. The emplope was suspended from his duties pending further investigation.

Subsequently, based on a review of the circumstances and the employee's good record of employment with the licensee, the licensee concluded that the employee was not responsible for the telephone call.

The employee was reinst. ted on July 10, 1989.

Region I resident and region staff reviewed the licensee's response actions, and discussed the matter with the licensee. The staff concluded that the licensee's actions were appropriate for the circumstances.

The NRC's Information Assecsment Team and the State of New York were informed.

The licensee informed the Headquarters duty of ficer of the incident at 2:01 a.m.

on July 8.
