Certification of Readiness for Issuance of a Iow Power Operating License for Seabrook Station Unit 1 Gentlauen:

New Hampshire Yankee (NHY), as Agent for the Joint Owners of Seabrook Station, certifies that Seabrook Station Unit 1 is ready for the issuance of a low power operating license. All design, construction and preoperational testing activities have been ccepleted as required to support the issuance of a low power operating license. In addition, all applicable licensing ccanitments and NRC requirements have been met. NHY is prepared with equipment, programa, procedures and properly trained operating personnel to begin low power testing.

NHY has certified that the Seabrook Station Technical Specifications are a u.op.iate for the operation of Unit 1 [ Reference (b)). The plant staff n

will perform the low power testing program and operate Seabrook Station Unit 1 in accordance with the Facility Operating License.

As agreed upon, NHY has ccepleted its evaluation of Seabrook Station's readiness to receive the low power operating license and to conduct low power testing activities. A summary of the NHY Self-Assessment Team (SAT) evaluation has been provided to the Staff and a Region I Special Inspection Team has ccupleted its evaluation of the SAT phase I evaluation efforts.

New Hanpshire Yankee, therefore, respectfully requests the issuance of a low power operating license upon ccmpletion of final Cm mission action on this matter.

In addition, the Supplementary Pre-operational Decommissioning Trust described in Reference (c) will be funded prmptly after the Cmmission has authorized, and prior to issuance of, a low power
