DUKE POWER COMPANY REPLY TO A NOTICE OF VIOLATION 413/89-05-02 Technical Specification 6.8.1 requires that written procedures j

shall be established, implemented and maintained covering the activities referenced in Appendix A of Regulatory Guide 1.33, l

Revision 2, February 1978 which includes the requirement that instructions be prepared for filling and venting the Auxiliary Feedwater System.

Contrary to the above, PT/1/A/4200/55, "CA Check Valve Leak Rate Test" is inadequate to ensure the auxiliary feedwater suction piping is vented after filling in that during the system restoration high point vent valves 1CA-141 and 1CA-195 are closed i

prior to the line being filled.

RESPONSE

1.

Admission or Denial of Deviation Duke Power company admits the violation 2.

Reason for Deviation if Admitted Inadequate procedure.

Proper venting and filling of the CA suction piping was assumed to be in an operating procedure / instruction.

This was not the case.

3.

Corrective Actions Taken and Results Achieved There were no immediate actions as this situation was identified after the fact, and the test is a cold shutdown test.

4.

Corrective Actions to be Taken to avoid further Deviations Procedure changes will be written for both Unit 1 and Unit 2 "CA Check Valve Leak Rate Test".

5.

Date of Full Compliance The procedures will be changed by June 1, 1989 or before the test is next conducted, whichever comes first.
