--SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMEhT NO. 26 TO FACILITY OPERATING LICENSE NO. NPF CLINTON POWER STATION, UNIT NO. 1 ILLINDIS POWER COMPANY DOCKETNO.50-461

1.0 INTRODUCTION

By letter dated February 5,1986, the Illinois Power Company (IP), et al. (the licensees) requested an amendment to Facility Operating. License No. NPF-62 for the Clinton Power Station, Unit 1.

The propcsed amendment would revise Technical Specification Section 6 to replace the position title of " Power Plant Manager" with the correct and more specific title of " Manager - Clinton Power Station."

2.0 EVALUATION On pages 6-2, 6-13, and 6-14, the position title of " Power Plant Manager" is used several tines. The correct title as used elsewhere in the Technical Specification and.in Chapter 15 of the Updated Safety Analysis Report (USAR) is " Manager - Clinton Power Station." The licensee proposes to revise the subject pages to achieve consistency throughout the Technical Specifications.

The change will not affect the duties or responsibilities of the position.

Moreover, it clarifies the Technical Specifications by providing a more specific and clear position title.

3.0 ENVIRONMENTAL CONSIDERATION

The amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment treets the eli criteria for categorical exclusion set forth in 10 CFR Section 51.22(gibility c)(10).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

4.0 CONCLUSION

The proposed change to Technical Specification Section 6 to replace the position title of " Power Plant Manager" with the correct and more specific title of " Manager - Clinton Power Station" is acceptable. The change would provide consistency in the Technical Specifications and the USAR and is a more specific title.

Clinton Power Station, Unit No. 1 The Commission has issued the enclosed Amendment No. 26 to facility Operating License No. NPF-62 for the Clinton Power Station, Unit No. I.

This amendnent consists of changes to the Technical Specifications (TSs) in response te your application dated February S, 1988.

This amendment revises Technical Specification Sectiore 6 to replace the -

position title of " Power Plant Manager" with the correct and more specific-title of " Manager - Clinton Power Station."

A copy of our Safety Evaluation-is also enclosed. Notice of Issuance will be included in the Consnission's biweekly Federal Register notice.
