DRAFT SAFETY EVALUATION REPORT ON TOPICAL REPORT WCAP-10271, SUPPLEMENT 2 L
The staff has requested waiver of CRGR review of the subject topical reports on the basis that they do not present new methodology or require a new staff position.
In reviewing the draft SER, I found that the staff has changed l
their position regarding the testing strategy for RPS analog chanc.el testing (see Section 4.0, last paragraph).
The basis for this change in staff position is briefly described and does not really address the primary concerns j
identified by the staff when they required staggered testing.
Reference 1 of the draft SER discusses the staff's concern with common mode failures which is the primary basis cited for requiring staggered testing in a quarterly test program.
In particular, see the third paragraph on page 7 of the enclosed SER.
This item was scheduled for CRGR review at Meeting No. 73, but due to rescheduling the meeting, CRGR review was waived.
(A copy of the CRGR review package is enclosed.) Based on this lack of clarity in the draft l
SER, the staff has been asked to describe their basis for the proposed change.
