STAFF SAFETY EVALUATIONS REPORT (SER) - WCAP 10271, RSP SURVEILLANCE FREQUENCIES Your memorandum of January 11, 1985, advised of NRR plans for approval of WCAP-10271. You inquired whether there were objections to issuance of the staff SER on this matter without CRGR review.
I have polled the CRGR members on this question and find no objections to your plan to go forward without CRGR review.

NRR PLANS FOR APPROVAL OF WCAP-10271, RPS SURVEILLANCE FREQUENCIES Enclosed is a Safety Evaluation Report (SER) concerning Surveillance Frequencies and Out-of Service Times for the Westinghouse Reactor Protection System (RPS)
Instrumentation Channels.
Harold Denton's memo has inquired as to whether there are any objections to issuance of this SER without CRGR review, and I would like your feedback on this question. Ti.e technical issue here is basically a relaxation of testing frequency and the out-of service times for the input channels to the RPS (i.e., change in Technical Specifications at licensees choice). The change in safety is very small with some overall net benefit to the core-melt frequency being claimed by Westinghouse along with a reduction in the licensee testing burden and costs. The NRR staff ~has agreed in concept with such estimates.
CRGR has previously delved into such matters as more optimal RPS testing strategies (e.g., Salem Generic Actions, ATWS rule and the issue of GE.UVTAs).
Although there are a few SER areas where I have asked the ROGR staff to seek l
better clarity, I am presently inclined to agree with Harold's proposal to go forward with the SER without CRGR review.
I would appreciate your views on this matter during our< next scheduled meeting on January 23, 1985.
