Based on the results of an NRC inspection conducted on May 8-11, 1989, it appears that certain of your activities were not conducted in accordance with NRC requirements. 2 Nonconformance i

B.1 Criterion III of Appendix'B to 10 CFR Part 50 states in part: " Design changes...shall be subject to design control measures commensurate with those applied to the original design...."

Quality System Program Policy Manual, Revision K, dated December 7,1987, i Section 2.1.2.1 states, in part, " Engineering shall verify product design  ;

by similarity, emperical calculations and/or tests."

Contrary to the above, prior to being notified by Limerick Generating i Station, Unit 1 C&D CPS did not test latest revision of replacement  !

circuit boards at the battery charger final acceptance test to verify ,

that the output of the battery charger would meet specification i requirements. (89-01-02)

B.2 Criterion V of Appendix B to 10 CFR Part 50 states: " Activities affecting .

quality shall be prescribed by documented instructions, procedures, or .I drawings, of a type appropriate to the circumstance and shall be accomplished in accordance with these instructions, procedures, and or drawings. Instructions, procedures, or drawings shall include l appropriate quantitative or qualitative acceptance criteria for l determining that important activities have been satisfactorily I accomplished."

1. Quality System Program Policy Manual, Revision K, dated December 7, 1987, Section 4.2 states in part: " Engineering and/or Quality Assurance shall prepare detailed... test procedures which include the characteristics / criteria necessary to produce the product to the required standards...."

Contrary to the above, final acceptance test procadure TP-9503, paragraph 4.6, dated January 13, 1984 states: " Set the current limit at 115 percent of rated output unless otherwise specified on release," i but does not specify how this is accomplished. 2. Quality System Program Policy Manual, Revision K, dated December 7, 1987 Section 4.8.2 states: " Quality Assurance shall maintain records of' inspections and tests performed to assure compliance to the applicable quality requirements in accordance with respective proce-dures. Such records include as minimum; date, personnel performing the inspection or tests; material, part or product identity, quanti-ties inspected, accepted / rejected; test results; disposition."

Contrary to the above, C&D CPS QA records or Bill of Materials did not identify the value of the pre-load resistors used in the final acceptance test for battery chargers shipped to Limerick Generating Station, Unit 1. (89-01-04)
