1.0 INTRODUCTION

By letter dated November 3,1988, Duke Power Company (the licensee) proposed amendments to revise Technical Specification (TS) 4.7.8 by correcting a typographical error. Specifically, the sentence in surveillance specification 4.7.8e.3) which begins "This plan be plotted...." will be changed to read "This can be plotted...."

Also, TS Figure 3/4'7-1, " Nuclear Service Water System (NSWS) will be replaced by a more legible figure, with full (rather than abbreviated) valve desig-nations.

2.0 EVALUATION The intent of TS Figure 3/4 7-1 is to designate which lines and valves of the NSWS are shared between the two McGuire units.

If a shared component of the NSWS becomes inoperable, both units are affected, and both units must comply with the ACTION requirements of TS 3.7.4b, " Nuclear Service Water System."

The proposed changes to Figure 3/4 7-1 make it clearer to plant operating personnel which NSWS components are shared between the two units.

The revised line and valve designations do not make any change in existing system design, equipment, power source or plant operating practice..

Accordingly, the proposed changes to correct a typographical error and sub-stitute an improved figure are of an administrative nature and have no adverse impact on safety. They are, therefore, acceptsble.

3.0 ENVIRONMENTAL CONSIDERATION

These amendments involve changes to the installation or use of facility components

" located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amendments involve no significant increase in the 4 mounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in indivioual or cumulative occupational exposure. 1 significant hazards consideration, and there has been no public comment on such finding. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).

Pursuant to 10 CFR 51.22(b) no environ-mental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

4.0 CONCLUSION

The Comission made a proposed determination that the amendments involve no significant hazards consideration which was published in the Federal Register (54 FR 1021) on January 11, 1989. The Comission consulted with the state of North Carolina.

No public comments were received, and the state of North Carolina did not have any coments.

We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations, and the issuance of these amendments will not be inimical to the comon defense and security or to the health and safety of the public.
