Dear Administrative Judges:

i Enclosed please find the "NRC Staff's Proposed Findings of Fact and

- Conclusions of Law With Respect to the Seabrook Plan for Massachusetts Communities and the Exercise Contentions." In this document, the Staff has adopted the Applicants' " Proposed Findings of Fact, Rulings of Law, l

and Conclusions", filed July 19, 1989, to the extent that the Staff i

agrees therewith. The Applicants' filing is reproduced herein in its entirety, with Staff deletions lined out [- - - -] and Staff additions I

underlined.

The length and scope of the Interveners' proposed findings of fact, I

filed on August 14, 1989, precludes the Staff from addressing those filings now, as part of the enclosed document. Accordingly, in the absence of any objection by the Applicants or the Mass AG, the Staff requested and received leave from the Board Chaiman to file a further set of proposed findings in response to Interveners' filings. As i

discussed, this further filing is to be submitted on August 31, 1989, the date previously established for Applicants' filing of reply findings.
