On August 8,
- 1988, Generic Letter 88-14,
" Instrument Air System Problems Affecting Safety-Related Equipment" was issued tc all holders of Operating Licenses or Construction Permits for Nuclear _ Power Reactors.
The purpose of the generic letter was to request each licensee / applicant review NUREG-1275, Volume 2, and perform a
design and operational verification of the instrument air system.
In addition, each licensee / applicant was to provide a discussion of their program for maintaining proper instrument air quality.
Each licensee / applicant was to provide & response to the NRC staff within 180 days.
The response was to consist of a submittal signed under oath or affirmation which indicated the requested actions had been completed or that the licensee's plan / schedule had been provided.
By letter dated February 17,
- 1989, Duquesne Light Company provided a response indicating the actions that had been completed and a schedule for the completion of the remaining actions.
During the Beaver Valley Unit 2 first refueling outage which started in March
- 1989, our plans were to replace the air filter upstream of the air dryer in the Unit 2 instrument air system with a
0.1 micron filter.
This activity has been deferred until after the startup of Unit 2
from the first refueling outage and is currently anticipated to be completed within approximately 60 days of startup from the outage or by the end of July 1989.

The existing filter which is being replaced is 3 micron size 1
2 or finer and thus meets the particulate filtering guidance of ISA Standard S7.3 for instrument air system filtering.
BVPS Unit 2 startup from the outage and operation for the period of time currently planned before replacing the filter represents a minimal reduction in improvement of the quality of the instrument air system for Unit 2
but does not itself represent operation in a degraded mode for the instrument air system.
Our initial submittal for Generic Letter 88-14 discussed the program for maintaining proper instrument air quality.
The final sentence of that discussion is erroneous.
In discussing the maintenance of the
- system, it should have been stated that "The repair of equipment is performed using approved maintenance work orders and guidance from the vendor's manual, as appropriate."
Enclosed is a
revised page of the attachment to our February 17, 1989 response letter to Generic Letter 88-14 which incorporates the aforementioned change.

maintenance tasks.
The types and frequency of the preventive maintenance tasks address the equipment vendor recommendations and/or the previous experience of Duquesne Light Company maintenance personnel with similar equipment and applications.
The repair of equipment is performed using approved maintenance work orders and guidance from the vendor's manual, as appropriate.
