This is to advise you that an emergency operating. procedures (EOPs) inspection has been scheduled at the Comanche Peak site from August 14 through August 25, 1989.
This letter confirms the telephone discussions that have occurred between Mr. Roger Walker and Mr. Jack Hicks of your staff with members of our staff regarding this inspection.
The purpose of the inspection is to verify that the Comanche Peak EOPs are technically accurate; that their specified actions can be meaningfully accomplished using existing equipment, controls, and instrumentation; and that the available procedures have the usability necessary to provide the operator with an effective operating tool.
As part of the preparation for this inspection, we desire to hold a 2-day meeting with members of your staff at the Comanche Peak site during July 10 and 11, 1989.
During this meeting, the scope of the inspection will be presented.
In order to best accomplish the inspection, it is requested that the team members be badged for unescorted access to the site.
Additional information to support unescorted access will be provided to you in separate correspondence. In addition, it is requested that you provide any required site-specific training during the preparation meeting time.
The team leader and principal contact for this inspection is Mr. Jim Cummins (817 860-8157).
The inspection team will consist of approximately seven inspectors made up of Region IV personnel and consultants.
In addition, Mr. Jim 3agliardo, the Region IV EOP program manager will also accompan) the team for part of the inspection.
The inspection team is scheduled to arrive on site the morning of August 14, 1989, and would like to schedule an entrance meeting at approximately 9:00 a.m.

JUL 51989 one of the most effective methods used by;the team to evaluate the EOPs is to observe your operators performingLthe EOPs on the site-specific simulator.
Therefore, it is requested that the simulator be scheduled for 2 days (one shift per. day), during the
-inspection period for EOP evaluations.
The simulator schedule will be discussed during the July 10 visit.
Simulator scenarios will be developed by the team with assistance from your training staff.
If you~have any questions in the interim regarding this inspection, we would be pleased to discuss them with you.
