. Additional Reply to a Notice of Violation

-Gentlemen:

By letter dated June 23, 1989, the NRC requested an additional response to inspoetion Report 50-369, 370/85-05 with regards to management oversight relative to procedural compliance at McGuire. This letty.r transmits the requested information.

In response to McGuire's problem with procedural adherence, Station Management has initiated several actions to incranse personnel awareness of the need to comply with procedures. The subject of procedural adherence with the focus of Line Supervision and Station Staff meetings on April 17 and 19, 1989. Included in these meetings, management made the statement:

"McGuire must rigidly comply with our procedures or we will immediately have serious Regulatory problems and long term performance problems."

Further details on procedural compliance were then discussed with station personnel.

Since these meetings, each affected group has developed a Procedure Guidance Document instructing personnel in the group on how to comply with procedures.

These documents are being reviewed by station management and may be revised in order to clarify their intent. Also, the McGuire Station Directives are being reviewed and reformatted. A large number of directives are either being deleted or relocated to other manuals in order to reduce the volume of Station Directives, and make it a more " user friendly" document. This review will result in a reduction of approximately 57% in Station Directives. The "information overload" placed on personnel will be substantially reduced and persennel will more easily and clearly understand what is exp2cted of them.

, _ Document Control Desk Page 2 August 18, 1989 McGuire is also addrersing the issue of supervisory effectiveness in the areas of ALARA practices, radiological work practices, and housekeeping practices. We are instituting a program to improve supervisory effectiveness which will, in turn, improve employee work practices.

The line/ staff meetings, as previously mentioned, have already taken place. The other programs are presently underway. The procedure Guidance Documents are presently in place and are being reviewed (and revised as necessary) by Statica Managemeat. The revisions to the Station Directives are presently ongoing; and the program for increasing supervisory effectiveness is being developed. The target date for completion of thene items is January 1, 1990. We will keep the NRC Resident Inspector informed oi our progress in these areas.

We believe that these programs should fully address the NRC's conccrns in the area of procedural compliance at McGuire. If any further details are required, please feel free to contact us.
